The Government has outlined that the new Independent Planning Commission (IPC), which will hold responsibility for the determination of projects of national significance will, potentially, be ready to start work by April 2010.
Furthermore, a route map for the organisation's implementation has also been published, highlighting that work is underway on recruiting a Chair. By next month, it is also understood that the recruitment process for the IPC's Chief Executive and Deputy Chairs will also commence. At present, it is expected that appointments will be made later on this summer.
In the interim period, a team from the Department of Communities and Local Government will shortly start to work on the actual implementation of the new organisation. It is considered that approximately 15 statutory instruments and guidance notes will be prepared outlining the procedures and rules whilst a location for the IPC headquarters is also being reviewed. It is hoped that the IPC will be in a position to provide advice to promoters and others by the autumn of this year.
As one of the latest changes made to the planning system by the current Government and criticized by the opposition, it will be interesting to track the first real test that is placed before the IPC.
